Ky appeals court upholds murder conviction

The Kentucky Court of Appeals has upheld the conviction of a former death row inmate in a 1998 slaying in Lexington.
The appeals court on Friday found that 40-year-old Gerald Young failed to prove his allegation that prosecutors put on false testimony at his trial.
Young is serving life in prison for complicity to commit murder in June 1997. Young was originally sentenced to death for hiring a hit-man to kill Osama Shalash in Lexington as part of a drug dispute.
The Kentucky Supreme Court in 2001 overturned the death sentence, finding no aggravating circumstances to warrant capital punishment. Young is currently challenging his resentencing. Two other men were also sentenced to prison in the slaying. |

3 guilty in Dallas-area, Houston health care fraud

Three more people have been convicted in a nearly $3 million health care fraud case involving Houston and Dallas-area companies.
Prosecutors say unlicensed doctors were recruited to treat patients at their homes and then wrongly bill Medicare.
A federal judge in Dallas on Wednesday convicted Godwin Umotong and Comfort Gates of Houston of conspiracy to commit health care fraud and health care fraud. A third person - Vagharshak Smbatyan of Grenada Hills, Calif., - was convicted of making a false statement to an agency.
All will be sentenced in July and face penalties ranging from five to 10 years per count.
Prosecutors say Umotong worked for Euless Healthcare Corp. in Hurst and Medic Healthcare Inc. of Houston. Gates worked for Medic. |

Court considers Calif. prison mental health care

A federal judge in Sacramento is set to hear arguments Wednesday over Gov. Jerry Brown's push to regain state control of inmate mental health care after 18 years of federal oversight and billions of dollars spent to improve treatment.
Lawyers representing the state argue that California is now providing a constitutional level of care to its prison inmates, while attorneys for the inmates say more improvement is needed.
California has spent more than $1 billion in construction for mental health facilities and increased salaries to hire more and better mental health workers. It now has more than 1,700 psychiatrists, psychologists, therapists, social workers and nurses to treat more than 32,000 mentally ill inmates, or about one specialist for every 19 patients.
"California has invested tremendous amounts of money, resources and effort to transform its prison mental health care system into one of the best in the country," the state said in one of its recent court filings.
Inmates' attorneys say the efforts so far are not enough and that more mental health facilities must be built and staffed. They also say more must be done to reduce a suicide rate that exceeds the national average for state and federal prisons.
California's prison suicide rate was 24 per 100,000 inmates in 2012. That compares to 16 per 100,000 inmates in other state prisons and the historical average of nine suicides per 100,000 inmates in federal prisons. |

Foreign maids lose court fight for HK residency

Hong Kong's top court ruled against two Filipino domestic helpers seeking permanent residency Monday, the final decision in a case that affects tens of thousands of other foreign maids in the southern Chinese financial hub.
In a unanimous ruling, the Court of Final Appeal sided with the government's position that tight restrictions on domestic helpers mean they don't have the same status as other foreign residents, who can apply to settle permanently after seven years. Lawyers for the two had argued that an immigration provision barring domestic workers from permanent residency was unconstitutional.
The court also rejected the government's request for Beijing to have the final say in the matter, which had sparked fears of interference by China's central government in the semiautonomous region. Some saw the request as a backhanded attempt by the government to get Beijing to halt the flow of another group of unwanted migrants - children of mainland Chinese parents - while putting the city's prized judicial independence at risk. |
